The design, fabrication, and construction industries have been focused on, and are now relatively experienced in creating buildings that deliver adequate life safety performance in severe earthquakes, in accordance with the controlled damage approach currently used for new buildings in earthquakes. This does protect life, but requires building repair or replacement following a severe earthquake (just as cars are designed to protect occupants in an accident through controlled damage to the car)
This means that most of the currently designed and well-built seismic-resisting buildings are expected to sufferextensive damage after a severe earthquake, causing thebuildings to be demolished (as happened in Christchurch) or face difficult and complex repair. These challenges have driven growing interest in the development and implementation of low‑damage seismic systems aimed at reducing such post‑event losses
